42-Inch Recycled Water Transmission
Main Middle Segment
The 42-Inch Recycled Water
Transmission Main - Middle Segment consisted of approximately 12,247
lineal feet of 42" diameter recycled water transmission main
and appurtenances, including 50 lineal feet of 60-inch jacked steel
casing, blow-off valves and piping, 36" butterfly valves and
vaults, and the installation of magnesium and zinc ribbon anodes for
cathodic protection. The majority of the pipeline was installed utilizing
open-cut installation techniques working around and protecting numerous
utility crossings; both those anticipated by the Contract Documents
as well as many which were not.
The routing of the pipeline
owned by the West Basin Municipal Water District was subdivided into
five (5) separate contracts. The schedule called for each segment
to complete simultaneously to make the line available for use on the
earliest possible date. The Middle Segment which J.R. Pipeline Co.
was contracted to construct was designed in several major thoroughfares
beginning in the City of Carson and continuing into the City of Los
Angeles. The first 2,664 lineal feet were installed in Broadway Street,
the next 886 lineal feet were built in Victoria Street, the next 6,173
lineal feet were laid in Figueroa Street, and the final 2,524 lineal
feet were constructed in 168th Street.
The installation of the
pipe occurred at a highly accelerated rate despite the fact that the
contractual project duration was in excess of seven (7) months. This
due to the fact that the manufacture of the first pieces of pipe required
nearly four (4) months to complete. As a result, it was necessary
for J.R. Pipeline to install in excess of 300 lineal feet per day
to achieve a timely substantial completion.
DACM
Project Management was under contract with J.R. Pipeline Co.,
Inc., a general engineering contractor. We provided construction management
services including advising the client on day-today construction issues,
analyzing contractual and legal issues, preparing and negotiating change
orders, preparing Requests For Information (RFIs), preparing pay applications,
authoring correspondence on behalf of the Contractor, developing the
baseline schedule, and preparing schedule impact analyses to justify
time extensions. Our efforts also focused on developing documentation
for and preparing back charges to vendors who did not provide materials
when and as required by contract.
