and Liner Repair
The South Metro Interceptor Rehabilitation
project occurred in and beneath the busy streets of San Diego, California's
rapidly growing downtown area. This 108" reinforced concrete
interceptor, owned and operated by the City of San Diego, Metropolitan
Wastewater Department, had been severely corroded by noxious gases
and fluids since its initial installation. Therefore, to prevent further
corrosion and eventual leakage into the ground water supply, the City
contracted with J.R. Pipeline Company to install an experimental corrosion
resistant PVC liner on 6,308 lineal feet of the interior pipe. The
scope of work included:
Repair of an existing
T-lock PVC liner system installed by others Rehabilitation of
8 manholes and 1 steel shaft Repair of 30 lineal
feet of a tributary 84" reinforced concrete pipe Performance of numerous
Internal Sewer Television Inspections
This project proved quite challenging as the PVC liner system required
that J.R. pipeline construct a custom built spray rig. Additionally,
the Contract Documents required that the line remain operational at
all times although from midnight to 5 a.m. each day, the flows were
reduced at an upstream Pump Station so the contractor's crews could
gain safe access. The Contract Documents also prevented the contractor
from working for a period of 6 weeks between Thanksgiving and New
Years due to historically congested traffic patterns in the downtown
area during the holiday season.

Project Management provided project management, estimating,
scheduling, submittal management, and change order negotiation services
to its client, J.R. Pipeline Co. Inc., during the construction of
the South Metro Interceptor Rehabilitation project. More specifically,
DACM Project Management
was responsible for the day-to-day project management issues which
arose while coordinating within the strict contractual constraints
which included a construction moratorium, limitations on the hours
work could occur, traffic control and safety issues, and the requirement
that the sewer line remain operational throughout the construction
period. We were also responsible for preparation of a baseline schedule,
identification of issues creating monetary and scheduling impacts;
monthly schedule updates, preparation of monthly pay applications,
change order pricing, extended general conditions analyses and time
extension requests.
