Project Management was awarded a contract by the City of
Los Angeles to provide constructability review services and cost estimating
support for the Ahmanson Recruit Training Center. This 14-acre campus
in Los Angeles, California is bounded by three major thoroughfares;
83rd Street, Osage Avenue, and Manchester Avenue. The campus itself
includes the 171,756 square foot 4-story building, an athletic field,
training course, and numerous parking areas throughout. The Type I
structure includes classrooms, a dining room, weight room, the LAPD
credit union, a TV studio, library, mock jury room, locker rooms,
administrative offices, and numerous other amenities for the training
of new recruits.
As part of its services for the City
of Los Angeles, DACM Project
Management performed a detailed constructability review of
the Contract Documents for the purpose determining the feasibility
and practicality of construction. This analysis of the plans and specifications
focused on identifying methods and details requiring revisions by
the Architect, as well as inconsistencies within the documents. Our
estimate was unique in that half of the construction labor was being
provided by the City’s own forces and the other half was being
provided by union workers. This required that we closely examine the
City’s historic payroll records and prepare a "labor rate
build-up study" taking into account base wage, vacation premiums,
annual escalation, benefits, and tax liabilities to determine both
the cost of the City’s own forces by craft and the cost the
City paid for union labor by craft.
